Conservation Programs and Loans

MESO provides its members with Zero interest loans for projects that reduce energy consumption. Loans of up to $50,000 are available to member cities. Loan duration is one year for municipal projects and two years for projects that assist consumers in saving energy.

Supervisor Course Program

This course will have 12 sessions, one each month during 2009. This program is offered at two locations in Oklahoma, Oklahoma City and Guymon. Class size is limited and offered on a first come first serve basis.

MESO provides small businesses with do-it-yourself professional building lighting audits. This Kit will show you how to measure your building, describe your lighting, and measure your current lighting. Send your review to our consultant and we will send you a list of lighting recommendations. Cost of the audit is only $100.00 for the first 10,000 square feet of building area and one cent per square foot thereafter. E-Mail a request for audit materials to Director@meso.org

Master Equipment Financing Program

MESO and BALCAP have teamed together to allow Oklahoma cities, counties, school districts, hospitals, universities and other governmental entities efficient access to low cost, tax-exempt capital for their equipment financing needs. Borrowers will enter Master Equipment Lease-Purchase Agreement with BALCAP for the financing of various pieces of equipment including; fire equipment, medical equipment, electrical generation equipment, fixtures, furnishings, computer equipment, software projects, heavy equipment, police vehicles, road equipment and various other types of essential use assets.

MESO Apprentice Program

MESO sponsors correspondence training programs for line apprentices. For journey line workers, the program is sponsored by MESO and includes appropriate field training workshops as part of the curriculum. Completion of the program provides the worker with a certification as a journey line worker. In partnership with the Tennessee Valley Public Power Association, MESO also offers correspondence training for meter technicians, relay technicians, and substation technicians.

Drug Test Program

MESO provides cities, towns, and non-profit agencies with on-site drug and alcohol testing services. Random testing pools are maintained for RSPA, DOT, and and non-DOT employees. MESO uses Oklahoma's only certified drug testing laboratory. Information and contract documents are listed on this page.

Investment Program

MESO offers cities an overnight investment program for city funds. The program invests short term funds in US Government instruments and insured programs to meet all statutory requirements for safety. Funds generate higher returns than typical checking accounts or savings instruments for small and medium size cities.

Staff Development Program

MESO offers on-site training for Staff personnel. The on-site program provides an employer with two 1.5 hour training courses eight times annually. The program provides a way to get vital training to personnel for whom regular absences for training cannot be accomplished. Programs include a wide range of Customer Service, Professional Administration, Public Service Superintendent, and 7 Habits. Participants choose the training they want as part of the program.
